There are two ways in, and they are for different people.
For a startup, a vendor, a bank or a university that wants to build against the ecosystem. A key is a world of its own - seed, clock, ledgers and reports, deterministic from its seed and resettable - and it opens the whole lane, the machine lane included. Ask on the form and say what you mean to build; that is the whole application.
For a person rather than a team: the Financial Innovation Lab’s own programme, run by CEMI and not from this platform. It is where somebody who wants to work on the Lab’s problems rather than integrate against them starts.
Neither is an agreement with any institution, and none exists. A seat, a key and a fellowship are what we can offer; a no objection is the Central Bank’s to give.
